(1) According to section 3, a person who has completed sixteen years of age and wishes to obtain a certificate of Nepali citizenship as a descendant shall submit an application to the designated authority with copies of the following documents attached:-
(a) Certificate of Nepalese citizenship of father or mother or relatives within three generations of their descent, ........
(A1) The self-declaration made by him and his mother as prescribed for the rights of a person who was born in Nepal to a Nepali citizen mother and resides in Nepal and the father has not been identified, but in the case that the mother of such a person has died or is no longer at home at the time of filing the application, the self-declaration made by the applicant must be attached with proof of the same.
(b) Recommendation made by the rural municipality or municipality to reveal the place of birth and relationship.
(1) If you have attended an institution recognized by the Government of Nepal such as a Kindergarten, Orphanage, etc. (2) If brought up by a legal guardian, along with an identity card issued by the guardian, his/her citizenship certificate, recommendation of the local level,
(3) If raised in other ways, the recommendation of the relevant local level.
(1A) Notwithstanding anything written in Clause (A) of Sub-Section (1), in accordance with Sub-Section (4) and (6) of Section 3, a copy of the Nepali Citizenship Certificate of both father and mother shall be attached.

(3) After receiving the application as per sub-section (1), the designated officer will investigate based on the evidence received and give him a certificate of Nepali citizenship.
(3A) Sub-section ( 1) If the above-mentioned evidence cannot be submitted, the designated officer shall issue a deadline to the family member to appear at the relevant office and make him identify himself. Explanation: For the purposes of this section "member of the family".shall mean father, mother, husband, wife, grandfather, grandmother, brother, sister, uncle, aunt, brother-in-law, brother-in-law. If this is not possible, the designated officer can identify the applicant on the spot and at least two people who have obtained the certificate of Nepali citizenship and reside in the same ward who know the applicant and at least one official or member of the concerned local level can issue a certificate of Nepali citizenship based on the identification done on the spot and the recommendation made by the concerned ward committee.(5) During the on-site survey according to sub-section (4), the fact that the applicant was born in Nepal and has continuously resided permanently must be clearly mentioned.
(6) Sub-section (3) or According to (4), if an applicant is found not eligible to receive a certificate of Nepali citizenship during the investigation, the same shall be decided and informed within the specified period.
